Although their return home may be delayed for yet another year, Syrians in Turkey will have less trouble in their adopted home as the government will grant them new rights in 2015 and secure their legal status. Under the changes approved by the cabinet in October, Syrians will be handed out IDs that will enable them to have access to basic healthcare and education. Moreover, they will be granted conditional work permits in a move aimed at resolving the widespread unemployment problem for impoverished Syrians.
Syrians will not be granted refugee status by Turkey which would grant them a longer stay, as the country is already struggling to cope with the massive number of people it hosts as the international community dodges its humanitarian responsibility in aiding Syrians, and leaves Turkey to bear the brunt of hosting the large number of the displaced.
New IDs is the first concrete step to entitle a legal status for Syrians who previously only had temporary protection status.
Turkey also plans to introduce new regulations on working conditions for displaced Syrians in 2015. Under the new plans, Syrians carrying ID cards issued by Turkey will be able to apply for temporary work permits. They currently do not have access to work permits, and many are employed illegally and work as cheap labor.
