Video shows US police using pepper-spray, Taser on unresponsive black man having stroke


A newly released police body-cam video showed a Virginia police officer using his Taser and pepper-spray on a unresponsive black man who was having a stroke at the time of the incident.Officer Shaun Jurgens, one of the three officers featuring in the video, resigned from the Fredricksburg police department on May 14, even though he said he did not violate any policies in the May 4 incident.In the video, Jurgens is seen stopping 34-year-old David Washington's car after he drove the wrong way on a street before stopping in an intersection. Jurgens uses his Taser on Washington, without warning, as he sits at the wheel of his car staring forward.When Washington doesn't get out of the car after the officers demand him to do so, Jurgens sprays a massive amount of pepper spray into the face of Washington pulls him out and onto the ground where they put him in handcuffs.Washington can be heard moaning, and saying "I can't breath." as tells the officers that he has been sick for days.According to sources, Washington had a stroke and was taken to a nearby hospital and later released. He has been charged with reckless driving and driving on a revoked license, but has not been arrested.An investigation by the Fredericksburg Police Department showed that Jurgenstarget="_blank"'>The two other officers at the scene, Cpl. Matt Deschenes and Sgt. Crystal Hill, are still being investigated by the department.
