Davutoğlu in Athens to seek Cyprus breakthrough


Prime Minister Ahmet Davutoğlu will be in Athens, along with his economy and EU ministers, not only to make a concerted effort to enhance Turkish-Greek economic relations but also to convince the Greek government to prod the Greek Cypriots to return to the negotiations table for a solution on Cyprus.Davutoğlu, who was the former foreign minister, has a good working relationship with the Athens administration thus will be facing people he can conduct proper diplomacy with.Turkey and Greece are old antagonists. Over the past few decades they have been at odds not only on Cyprus but also on the sovereignty rights in the Aegean Sea. Besides this, Turkey has always complained about the illegal armament of the Greek islands just a few miles from the Turkish coast.But they have agreed to disagree on these issues and as the two sides built up confidence between them, these issues have continued to be a thorn in relations. But they are not fatal.Turkey has displayed its friendship to Greece by helping out Athens when it was knee deep in economic difficulties. When Greece was declared the sick man of Europe and came under fire for misusing EU funds, Turkey did not exploit this situation to its benefit and, on the contrary, did its best to extend a helping hand to the Greeks.The economic relations between the two countries have developed in the financial sector as well as in other sectors and there is still much room for improvement. Davutoğlu's visit will be an occasion for the two sides to look into this issue in detail and give new impetus to economic relations.The other issue that Davutoğlu will raise in Athens is the stalemate on Cyprus. The Greek Cypriots have abandoned the negotiations just as there were high hopes on Cyprus and throughout the world that a Cyprus solution was at last in the offing.The Greek Cypriots claimed that Turkey was preventing them from developing their natural resources, especially the oil and gas potential in the sea surrounding Cyprus. Turkey, on the other, hand told the Greek Cypriots that the gas and oil in the sea around the island also belong to the Turkish Cypriots and that the Greeks are actually plundering the resources for themselves.As Davutoğlu sits with his Greek counterpart in Athens, Turkish navy vessels will be conducting military exercises near Cyprus. The message is clear: If the oil and gas resources of Cyprus are to be developed to the benefit of the Greeks and Turks on the island, then that is fine. But Ankara will not tolerate the Greek Cypriots once again considering the Turkish Cypriots as a non-entity.Davutoğlu will tell Athens to use its position to bring the Greek Cypriots back to the negotiations table while Ankara also points out that the electricity and water it will provide to the Turkish Cypriot sides from the mainland could also be given to the Greek Cypriots, provided they share the resources of Cyprus in a just manner with the Turks.
