More like a reshuffle than a new cabinet

Turkish people will see more action and speed in the new cabinet under Yıldırım, who will work in more harmony with the president than former Prime Minister Davutoğlu



Prime Minister Binali Yıldırım has announced his new cabinet, which he probably prepared together with President Recep Tayyip Erdoğan. Key ministers have kept their places in the Yıldırım cabinet like in the Ahmet Davutoğlu cabinet, which means from now on it will be business as usual.As many ministers have stayed on in this cabinet, what has happened looks more like a major cabinet reshuffle than a cabinet change.The fact that Mehmet Şimşek has remained as the deputy prime minister in charge of the economy, the fact that Mevlut Çavuşoğlu remains the foreign minister, that Efkan Ala is still the interior minister and Bekir Bozdağ is still minister of justice and that many ministers have remained in the cabinet - but with new portfolios - shows that there is consistency in the government.The presence of Şimşek means business as usual on the economic front. In the past few months, Turkey's economy has been giving out excellent signals of improvement and it seems no one wanted to rock the boat. Thus, Finance Minister Naci Ağbal remained in his post and Nihat Zeybekci, a close associate of President Erdoğan, became economy minister, a post he held before but lost because Davutoğlu did not want to work with him.Some ministers like European Union Affairs Minister Volkan Bozkır and Deputy Prime Minister Yalçın Akdoğan have departed, but that too is only normal under the circumstances. It seems President Erdoğan was not too impressed with the deal between the EU and Turkey on the migrants.The most important newcomer was Recep Akdağ, who was the mastermind behind the health reforms in Turkey as Erdoğan's health minister for several years. As the old but new health minister, Akdağ will no doubt continue where he left off revamping Turkey's health system.The only female cabinet minister is Fatma Betül Sayan, who became minister of family and social policies. The outgoing female ministers, Fatma Füldemet Sarı and Sema Ramazanoğlu, are now members of the party central executive board.What is important is the fact that this cabinet has been selected to work in harmony with President Erdoğan under the watchful eyes of Prime Minister Yıldırım.It will hold its first session today at the presidential palace under the chairmanship of President Erdoğan, which is yet another first in Turkish history. Past governments always held their first cabinet sessions at the office of the prime minister. With the elected president now in charge of the executive, the picture is set for a new era in the Turkish state system. From now on the president will be heading the cabinet sessions probably once a month where he will set the course and Prime Minister Yıldırım will follow the instructions and see to it that everything is on course and completed on time during weekly or biweekly cabinet sessions.In the international scene, we will be seeing the president more and more while Prime Minister Yıldırım will be concentrating more on the domestic front.We will see more action and speed in this cabinet than the previous cabinets under Davutoğlu. That means Parliament will be required to work with more efficiency and thus the Justice and Development Party (AK Party) will add more muscle to its parliamentary group executives to establish more discipline and secure proper attendance by deputies at parliamentary sessions.
