The meaning of Öcalan’s call to Europe


The peace negotiations initiated with the PKK's imprisoned leader Abdullah Öcalan on Jan. 3, 2013 have undergone a quite challenging process as can be guessed. A few days after the negotiations were announced to the public, three women from the PKK, who were known for their affiliation with Öcalan, were murdered in Paris. The provocations started with this incident and lately, 51 civilians were killed in a riot that broke out on the grounds that the Islamic State of Iraq and al-Sham (ISIS) was besieging Kobani, Syria.Since the public did not give the expected support to this grievous crisis, a new road map was drawn because the government did not want to end the reconciliation process despite this severe provocation. The representatives of the Peoples' Democratic Party (HDP) transmitted this road map from Öcalan to the the PKK's headquarters in the Qandil Mountains in Iraq. At a full-scope meeting held there, the PKK announced that they fully supported Öcalan's road map.Öcalan also sent a written message to the 11th Kurdish Conference that was held at the European Parliament. The message was read out by Nelson Mandela's lawyer Essa Mossa. In his message, Öcalan emphasized that the reconciliation process that has been ongoing for two years has reached a phase of negotiation and demanded everyone's support for the process, including European institutions.Some parts of the message read as follows: "Esteemed participants, we have reached a highly historical process in the negotiation stage of the democratic reconciliation and peace process we have conducted with great hopes and determination for about two years. The democratic negotiations process will not only bring about a just and lasting solution to a century-old question, but will also, by means of its democratic and political consequences, make a significant contribution to the democratic common future of peoples and peace in the Middle East. In such a significant and meaningful process, the international works conducted by all the democratic institutions and nongovernment organizations in Turkey and Europe that side with peace and reconciliation would accelerate the negotiation process.""I would like to express that I find the Kurdish Conference organized at the European Parliament highly meaningful and considerable, and I strongly believe that this will make great contributions to the reconciliation process. European Parliament's involvement in this discussion process and its covering the suggestions for the solution on its agenda is doubtlessly of a historic importance. With their active role in the reconciliation process, all the decision-making organs, including the European Parliament, will make a great contribution to the history of humanity, the struggle of the honor of humanity and the dialogue and peace between peoples. We expect our European fellows, European peoples and esteemed institutions that believe in democracy and freedom and that favor resolution to support this path and side with the struggle of honor we conduct for the transformation of this land, where agonies have been experienced for many years, into a region of democracy and liberties. We sincerely believe in it since we are on the verge of a historical break where the norm of writing history according to the will and language of a sovereign power will be subverted."Öcalan demanded more support from our European fellows in an explicit and friendly way because Europe does not provide the expected support to such a crucial process of peace. With this statement, Öcalan also constitutes a kind of guarantee by declaring the official character and significance of this process to the world, which is quite a smart tactic. Surely new provocations might arise. However, the public and the parties of the process are quite determined. They will certainly get over provocations. Paradoxically, every provocation that is overcome reinforces the peace process even more.
