How did the hostage operation succeed?


Forty-nine consulate officials that were being held hostage by ISIS were rescued after an intense diplomatic effort. Undoubtedly, this process was a huge success. The Turkish Foreign Ministry, the National Intelligence Organization (MİT) and Turkish Armed Forces (TSK) performed with outstanding coordination, and I asked a government official how the operation succeeded.First of all, the operation was performed entirely by Turkish agencies. No external assistance was needed throughout the operation. The Foreign Operations Unit of the Turkish intelligence has a reputation for conducting successful operations in regions like Afghanistan and Lebanon. Turkish agencies also cooperated with regional tribes in the area.The hostages could have been brought to Turkey much earlier, however, due to unforeseen circumstances arising at the last minute, the operations designed previously could not be executed.External factors also played a role in this success. As my source revealed, releasing the hostages would bring greater gain to ISIS than to continue holding them. In this period, it became too challenging for ISIS to protect the hostages because even if one hostage was harmed, Turkey's response could have been relentless and vengeful. This was not what ISIS wanted. Hence, the negotiations that have been conducted for months in the region yielded their result.Of course, the latest intelligence legislation act played a critical role in this operation. Without this legislation act, this operation could never have happened. The MİT, in this respect, enjoyed full immunity and authorization since the latest legislation even allows intelligence to interact and negotiate with terrorists. Without this authorization, the MİT could have faced serious challenges.Now, the following question inevitably comes to mind: Will this operation change the political position of Turkey in the recent coalition that was formed against ISIS?I think Turkey will preserve its current stance in this coalition. Bear in mind that Turkey is already cooperating with the international community on subjects like border security and humanitarian aid to refugees; however, different reasons underlie why Turkey will not actively participate in the military operation against ISIS. The hostages were only one among these reasons. ISIS has now become Turkey's neighbor on its southern border, and it seems that this situation will remain so for some time. Therefore, it is too risky for Turkey to participate in this coalition. Besides, the U.S. has not succeeded in its counterterrorism operations in Afghanistan, Yemen and Somalia. How can it succeed now against a much more organized and heavily armed terrorist organization?Briefly, Turkey is contending with the U.S.-designed coalition by anticipating projections and methods. This does not mean that Turkey perceives ISIS in a different way. Turkey also thinks that ISIS should be exterminated immediately. It constantly warned the West about this dangerous organization, however, Turkey does not believe that this organization can be dealt with using only counterterrorism techniques.Remember: the U.S. weakened al-Qaida when it interacted with regional actors in the Middle East and paid attention to the organization's financial channels. Turkey thinks the same method should also be applied to ISIS. Without properly analyzing the political and economic nexus that ISIS draws its strength and the motivations behind the organization, fruitful results cannot be achieved for this problem.
