Finance Minister Mehmet Şimşek said yesterday that the Medium-Term Financial Plan should be prepared by taking into consideration the needs of the public enterprises' administrations and that the budget preparation work for the period of 2016-2018 should start in order to achieve efficiency.Şimşek said that all the necessary precautions were taken to prepare a transparent, efficient and productive budget. "The process will start as the ministerial cabinet approves the Medium-Term Program by the first week of September at the latest. In accordance with the Medium-Term Program, the Medium-Term Financial Plan, which is prepared by the Finance Ministry and includes fund offer ceilings, will be concluded by the Higher Planning Council by Sept. 15 at the latest," said Şimşek.Şimşek also gave information about the budget call and budget preparation guide prepared by the Finance Ministry and investment circular and investment program preparation guide prepared by the Development Ministry, which will be published in the official gazette by Sept. 15 at the latest. Saying that administrations will prepare their budgets considering these documents, Şimşek stressed that the two circulars were sent to the administrations and thus budget work had officially started. He also added that administrations were expected to send their budget offers to the Finance Ministry by July 6.
