Turkey is taking steps to minimize the inequality in income distribution and to increase labor force participation. The Turkish Employment Agency (İŞKUR), which makes job placements giving priority to those who get by on social aid, is initiating a new strategy called "at least one employed in each house." A list of houses that have no working members was prepared, taking income test results into consideration, and İŞKUR has started to give business and vocational consultancy services to those who receive social aid and are eligible to work.The project carried out with the cooperation of the Family and Social Policies Ministry aims to introduce employment to people who receive social aid. Besides business and vocational counselors at İŞKUR, the personnel of the Social Assistance and Solidarity Foundation are working as "employment officers." People who are eligible to work between the ages 18-45 and receive social aid from the government are directly registered for job placement without applying for İŞKUR and they are led to suitable jobs. When there isn't a suitable job, they are registered for vocational courses. Then those receiving social aid are introduced to employment.The travel expenses of people who are going to be placed in a job are covered by İŞKUR and they will be given job guidance aid. When people are successfully placed, they will be granted TL 350 ($130) as employment starting aid. Counselors will give priority to disadvantaged groups such as families who have no working members.After people are placed in a job through the employment agency, their social aid is not cut immediately. They continue to receive one third of the gross minimum wage as social aid even after they start working. The project will help unemployed people to realize their personal and vocational problems and adapt themselves to the working environment more easily. Additionally, vocational courses will prevent long-term unemployment with personal and close observation.While TL 5 billion is allocated to increasing employment, employment incentives are becoming widespread. The number of unemployed people is 2.85 million, said the Minister of Labor and Social Security Faruk Çelik, adding "How did we manage to create 5 million employments in the last five years despite the global crisis? We cover premium shares with regards to the employment of young people. Also, there is a discount of five points and we continue to apply this practice for all employees. You will increase your income and provide service for 78 million people. Moreover, you will create more employment with incentive practices."
