Vehicles with foreign plates to pay tolls

Transport, Maritime and Communications Minister Ahmet Arslan said vehicles with foreign license plates have passed highways and bridges in Turkey without being charged so far, causing serious losses for the national economy.

Arslan explained that studies on tolls to be applied to vehicles with foreign license plates have been continuing for a long time, adding, "The regulations regarding the collection of tolls and administrative fines from foreign plate vehicles on turnpike roads were published in the Official Gazette on Friday. Accordingly, if a foreign plate vehicle passes turnpike roads, it will pay wages in accordance with the specified tariff regardless of whether its driver is a Turkish citizen or not. Those who do not pay their fees and penalties will not be allowed to leave the country."

The General Directorate of Highways will impose a transit fee for the distance between the entrance and exit of foreign-plated vehicles that are determined to have illegally transited the toll roads. In addition, they will have to pay an administrative penalty of 10 times this toll. The penalty will not apply to those paying the fees within 15 days of illegal transit.

The administrative fines and tolls to be applied to vehicles with foreign license plates will be collected by informing the driver, regardless of a notification clause.

The collection of tolls and administrative fines for such vehicles will be carried out primarily at the roadside control stations in the country. The Customs and Trade Ministry will check whether vehicles that do not pay transit fees and administrative penalties and that reach border gates to leave the country have unpaid tolls. If they are found to have unpaid toll and administrative fines, they will not be allowed to leave the country.

The transit fees and any administrative fines imposed on vehicles with foreign license plates that are not included in a toll collection system or that illegally pass turnpike roads because of a label with an insufficient balance will be electronically transferred to the Revenue Administration in accordance with their license number, the province where vehicles illegally passed, and written proceedings regarding the driver within 15 days.
