The announcement posted on the Directorate-General of Renewable Energy website says that the bids submitted for the wind power YEKA plants last week by eight consortiums have been evaluated under the YEKA regulations and the contract will soon be awarded. According to the announcement, the contract for the allocation of 1,000-megawatt (MW) wind YEKA plants will take place at 11 a.m. on Aug. 3, at the Energy and Natural Resources Ministry. The applications process for the 1,000 MW wind licensing contract with a domestic equipment condition ended last week.The fact that the project would produce 1,000 MWs in a single plant has led some of the world's largest wind equipment manufacturers to show interest.
Eight consortiums, including four German companies, as well as companies in the top 10 in the world in the production of wind turbines based in the U.S., China and Denmark, submitted proposals for the 1,000 MW wind YEKA contract to the Energy and Natural Resources Ministry. The market share of the applicants operating in the field of wind turbine production represents 90 percent of the global wind market.
Referring to the bids submitted by the eight wind turbine producers, Energy and Natural Resources Minister Berat Albayrak said in a speech on Friday that the wind power plant project is a very significant part of Turkey's national energy and mining strategy.
"I am very proud to see that eight of the world's top 10 wind turbine producers submitted bids for the YEKA wind project. The project is a vital step toward the domestication of energy resources. These bids prove that Turkey is both an alluring and safe country," he said, highlighting that the YEKA wind project has a goal to make Turkey a regional energy generation hub and to recruit local engineers in the production of wind power technology.
The winning consortium will take over 1,000 MW-capacity plants in five regions designated as Kayseri-Niğde, Sivas, Edirne-Kırklareli-Tekirdağ, Ankara-Çankırı-Kırıkkale, Bilecik-Kütahya and Eskisehir.
The consortium that wins the contract to initiate the kilowatt-hour ceiling price at $7, will set up a wind turbine plant with an investment of over $100 million on the condition that a domestic input rate of 65 percent is provided. Three-hundred to 450 domestic wind turbines will be produced at the plant, each with at least 2.3 MWs of power.
The consortium will carry out R&D activities for 10 years in at least three of five areas, including wing, generator design, material technologies, production techniques, software and innovative transmission.
R&D activities will be carried out with 50 technical staff, 80 percent of which being Turkish engineers. The company will allocate $5 million for these activities every year.
The license term of the project will be 30 years and the establishment period for the plant is 21 months from the date of signing the contract.
The winning company will invest over $1 billion in wind plants. With the activation of domestic wind power plants, a minimum of 3 billion kilowatt hours of electricity will be generated every year, providing the annual energy needs of 1.1 million households. Thanks to the future wind facilities, an average reduction of 1.5 million tons of yearly carbon dioxide emissions will be achieved.
