AK Party draft constitution ready within a month, PM Davutoğlu says

PM Davutoğlu said that the AK Party will give the final shape to its new constitution proposal within a month and added that Presidential system with proper checks and balances is the right way to meet Turkey's needs



Prime Minister Ahmet Davutoğlu said that the government is working to finalize the ruling Justice and Development Party's (AK Party) new constitution proposal and that they are aiming to announce the draft within one month or 45 days, at the latest. Speaking to a group of journalist who accompanied him on his trip to Jordan over the weekend, Davutoğlu reminded them that a new constitution is one of the party's election promises and declared that they will fulfill it. "The biggest challenge ahead of making this new constitution is that we [the AK Party] don't have enough deputies to make this change, but it does not mean that we will not deliver what we promised," Davutoğlu said on Sunday evening.

With respect to comments regarding a constitutional referendum this September, Davutoğlu said it would be ethically and legally wrong for him to comment on the issue right now. "If I say there will be a referendum with our 316 deputies, someone will begin discussions about where we can find the other 330 deputies. I find such speculations to be ethically wrong," he said.Underlining that they are currently working on a new constitution that differs from the previous ones by its philosophy and language, Davutoğlu said their main aim is to form a constitution that prioritizes freedoms and human dignity. "I believe that the constitution, which will be written in line with these values, will get enough support from Parliament. Our duty is to prepare a libertarian and democratic constitution that reflects the needs of our society and submit it to Parliament," he added.Defining the current system in Turkey as "nondescript," Davutoğlu claimed that Turkey needs a new system and said that, from their perspective, the presidential system is right for Turkey's needs. "But in this system, checks and balances will be defined clearly to resolve doubts," he added.In recent weeks, Davutoğlu proposed that Parliament lift the immunity from prosecution for all lawmakers and collectively review the 506 outstanding dossiers. Commenting on this issue, Davutoğlu said that they will decide about what path to take after the proposals of the opposition parties are concluded."The Nationalist Movement Party (MHP) offered support to us to lift the immunity of all Peoples' Democratic Party (HDP) deputies. The main opposition Republican People's Party (CHP) also proposed three different options and one of their proposals is being considered by us. We are still evaluating the options. It would be beneficial for all the parties if we sort this problem out together, however, we will bring this matter to the General Assembly and will see everybody's political ethics," he said.Answering a question on whether they will prioritize the terror related summary of proceedings, Davutoğlu said that they are considering bringing all the dossiers to Parliament in one session in order to prevent delays in the legislation process at Parliament.When asked about his opinion for the articles claiming the arrest of Iranian-Turkish businessman Reza Zarrab in the U.S. on fraud charges is an operation against Turkey, Prime Minister Davutoğlu said that at the moment the ongoing legal process is not a matter of Turkey's concern, but they will express their thoughts if necessary. Davutoğlu drew attention to the ongoing investigations on fraud and money laundering about Gülenist charter schools and associations in the U.S. and said that he hopes to see U.S. officials paying equal attention to other money laundering and fraud cases.Answering whether he has discussed in his recent meeting with the chancellor of Bosphrorus University the issue of the university's three academics arrested over terror charges, Davutoğlu stressed his objection against any jail terms being given unless there are legal obligations. "As an academic who suffered oppression during the Feb. 28 process, I cannot accept any kind of limitation to intellectual freedom. However, there is an ongoing judiciary process that I cannot interfere with," he said.Regarding the military operation that was started by the Iraqi army in recent days to retake Mosul from DAESH, Davutoğlu stated that they would support all efforts to eliminate DAESH."Now the destiny of the Middle East rests on two cities, Mosul and Aleppo. There will be no hope for the future of Syria if Aleppo remains under the control of either Assad's forces or DAESH's. Likewise there will be no stability in Iraq if DAESH keeps control of Mosul. Furthermore, there is a risk of a continuation of the civil war in Iraq if Mosul is liberated by Shia militants. Thus the question is who will be liberating these cities rather than when," he announced. PM Davutoğlu also stated that the liberation of Mosul from DAESH will limit the PKK's activities in Northern Iraq and increase the stability of the Kurdistan Regional Government (KRG), therefore he underlined that they fully support the operation.
