Presidential system proposal to get necessary parliamentary support for referendum

Deputy PM Kurtulmuş said yesterday the current draft proposal on the presidential system is expected to receive more than 330 vote in Parliament and the remaining discussions between the AK Party and MHP are on the technical details



As the discussions between Turkey's ruling Justice and Development Party (AK Party) and the opposition Nationalist Movement Party (MHP) to establish a new constitution allowing for the shift from a parliamentary system to a presidential one continue, deputy Prime Minister Numan Kurtulmuş stated yesterday that the proposal is to be finalized soon and noted that they are focusing on technical details.Speaking after a Cabinet meeting, deputy Prime Minister Kurtulmuş told members of the media during a press conference at Çankaya Palace that the proposal is expected to receive more than 330 votes in parliament, according to its current status."The MHP continues its work at a technical level on the draft legislation proposal that the AK Party has sent them. They are expected to provide their final response as soon as possible,"Kurtulmuş said.Within the scope of discussions and efforts to finalize the draft proposal, Secretary-General Abdülhamit Gül from the AK Party and MHP representative Mehmet Parsak have already held several meetings and are expected to hold another meeting soon.As a result of the previous meetings, the AK Party and the MHP have agreed to move forward using a "staircase method," as MHP Chairman Devlet Bahçeli indicated, saying: "The only way for Turkey to recover from a highly important and urgent matter is through a 'staircase' method, by moving up the stairs slowly and surely."Regarding the proposal, deputy Prime Minister Kurtulmuş reaffirmed that the schedule on the presidential system is to be set once the leaders finalize the discussions."We hope to reach a result shortly. The current phase of talks reveals that we are able to reach more than 330 parliamentary votes on the proposal," he added.Once the bill comes to the Turkish Parliament and a total 330 votes or higher is reached, a referendum will be held for the public to make a decision.Commenting on the ongoing state of emergency, Kurtulmuş stressed that it is set to continue as long as necessary, while underlining that the state of emergency does not affect the daily lives of citizens."The state of emergency does not affect our normal citizens' daily lives. It only aims to eliminate the FETÖ [Gülenist Terror Group] affiliates and those engaged in terror activities against the state from government positions. We hope that the state of emergency will be finalized prior to holding the referendum [on the presidential system proposal]," he said.President Recep Tayyip Erdoğan, however, stated previously on Saturday that Turkey could extend the state of emergency, which has been in place since the failed July 15 coup attempt and set to expire in January, by at least another three months. President Erdoğan also stressed that France had also extended its state of emergency after Daesh attacks in 2015, accusing the European Parliament (EP) of applying double standards.
