While the police, judges, and prosecutors who are loyal to the Gülen Movement are in the spotlight due to their actions, which debilitate the state's fight against terror, what transpired in Bingöl might overshadow the rest.

According to sources, counterterror police squads launched simultaneous operations against 13 suspects, including the PKK's youth movement Patriotic Revolutionist Youth Movement (YDG-H) Bingöl executive H.Ö., on July 24 in Bingöl. During the interrogation of the suspects, Public Prosecutor Uğur Meydan interfered and released them. However, the police continued to pursue the suspect H.Ö. When H.Ö. was detected delivering the suicide-bombing suspect Y.K. to the Kurdish Communities Union (KCK) Bingöl executive C.S., police launched a second operation. The suspect was released again with the intervention of Public Prosecutor Meydan.

The damage that the Gülen Movement was causing to the fight against terror has recently been expressed by the Şanlıurfa Police Commissioner Eyüp Pınarbaşı. During the funeral of two police officers who were killed by the PKK, Pınarbaşı said: "Those who talk about peace and fraternity yet thrive in bloodshed have started to cooperate with the organization that has infiltrated to our state. They have tried to hamper our efforts against terrorism through the utilization of their sleeper agents. They have even disabled the city's license plate recognition system to incentivize terrorism." After this statement, the probe against six police who were posted at the Communication-Electronics Department and accused of disabling the license plate recognition system during the Kobani incident, were dismissed from their posts an decommissioned.

While the public was discussing this issue, similar news was received from Bingöl. According to the information, counterterror police squads launched simultaneous operations against 13 suspects, including the YDG-H's Bingöl executive H.Ö., on July 24 in Bingöl. The counterterror police, however, continued with their investigation. H.Ö. first moved to Diyarbakır where he attended the terrorist organization's meetings. On his return to Bingöl on July 26, he met with Y.K., who is thought to be a possible suicide bomber, then he delivered Y.K. to KCK's Bingöl executive C.S. Thereupon, a second operation was launched on July 30 and H.Ö. was once again detained. However, on July 31, after his interrogation was complete, he was released by the Public Prosecutor Meydan.

It is found that the YDG-H's Bingöl executive H.Ö.'s record is full of offences. In 2011, he was detained and jailed as he was organizing criminal acts of vandalizing cars and throwing Molotov cocktail in Bağcılar, Istanbul. While in jail, he participated in hunger strikes and bed burning protests, and after his release, he provided recruits to the PKK. Moreover, intelligence documents were found on him that reveal he provides reconnaissance, material and shelter to the terrorist organization, along with helping them escape after carrying out terrorist acts.
