CHP set to call Parliament for emergency meeting
The main opposition Republican People's Party (CHP) has recently contacted the ruling Justice and Development Party (AK Party) to call Parliament for an emergency meeting. However, the CHP is ready to present a request with 110 signatures to the speaker's office to call the emergency meeting if the CHP does not receive support from the AK Party.
The CHP, which also contacted the Nationalist Movement Party (MHP) and the Peoples' Democratic Party (HDP), said that Parliament should hold an emergency meeting, held on the request of Parliamentary Speaker İsmail Kahraman following the failed July 15 coup attempt. The party stated that the main reason for calling an emergency meeting is the developments that have emerged after the decision for Parliament to recess until Oct. 1, as well as the Turkish Armed Forces' (TSK) interference in Jarablus, the discussion of legislative decrees in Parliament, the PKK's attack on a CHP convoy and the terrorist attacks in the provinces of Elazığ, Gaziantep and Cizre.
Prior to the announcement of the decision, CHP Group Deputy Chairman Özgür Özel also signaled the need for the emergency meeting call in his speech last Friday, saying, "If Parliament remains closed, then we will discuss calling Parliament for an emergency meeting with the authorized bodies. As this is the dominant view among our party members, we will take the necessary steps."
According to a Parliamentary bylaw, the parliamentary speaker or the president himself has to call Parliament for an emergency meeting during a recess or holiday. The parliamentary speaker directly makes the call for the meeting as he did for the emergency meeting held after July 15.Otherwise, the call has to be made on appeal with the signatures of at least 110 deputies, as well as the quorum of 184 to take the decision, while the call will drop in the case of failing to reach the quorum. With the HDP leaning toward the call for an emergency meeting, the number of supporting deputies might reach to around 192 if both parties support the suggestion in full force. The main opposition CHP is expected to take relevant action this week.
