Job training in the works for social aid recipients


The government aims to improve the lives of social aid recipients from low-income families with a new scheme. Development Minister Cevdet Yılmaz said they were mulling vocational training for recipients in which employers would receive incentives in return for employing the impoverished. "The training may be mandatory for any recipient of social aid eligible for jobs," Yılmaz said, adding that those unable to work for a number of factors such as disability or old age would continue receiving aid.Recipients, at least those eligible for any line of work, are already required to sign up with a state-run job agency. "But people were afraid that the government would cut off aid once they found a job, so many people receiving social aid took up informal jobs instead. We set up a new scheme, and the social aid will only be terminated once they are employed and will resume if they become unemployed again," the minister said.As an incentive to private companies to hire social aid recipients, social security benefits for them will be paid by the state.Turkey, in an effort to improve its social welfare image and in a bid for more efficient management of aid, is also planning a new approach in social aid distribution by determining the exact needs of disadvantaged families. For instance, air conditioners will be categorized as a need for families in the cities of Hatay, Şanlıurfa and Mersin with year-round high temperatures, while it will not be included as social aid in colder provinces. Families already receiving social benefits were interviewed, and a set of criteria was determined for the aid distribution. The aid will be increased or decreased based on the family's income, consumption habits, number of children, car ownership and education level.
