Muhtars, elected village and neighborhood heads cherished by President Recep Tayyip Erdoğan for "forming the core of Turkish democracy," sharpened their administrative skills at the Muhtar Academy operated by Hasan Kalyoncu University, a private institution.

The first graduates of the academy received their certificates after completing courses on public administration, leadership and communications.
