The preparations for a lightly modified second version of the Automotive Industry Strategy Certificate have been completed. The certificate was in effect between 2011 and 2014 but was not deemed successful in terms of reaching targets by sector.
Prepared under the coordination of the Science, Industry and Technology Ministry, the certificate will come into effect after being approved on Feb. 16. While the first certificate was criticized for not reaching its targets, Science, Industry and Technology Minister Fikri Işık said he does not agree with these criticisms, but stressed that the first certificate and the related action plan will be beneficial for the sector.
The lack of provisions regarding an environmentally friendly taxation system, disqualification of old vehicles that no longer meet environmental standards and the replacement of the incentive system for one based on a more streamlined system, were criticized after the first certificate that came into force, which was published in the Official Bulletin No. 27925 on May 5, 2011.
Işık announced the details of the final version of the new certificate, updated after workshops were held with stakeholders and to be in effect until 2019, and said it was submitted to the Higher Planning Council on Dec. 27, 2015. He added that the approval process is almost over.
The vision of the automotive sector according to the new document is "Having a share in the global automotive market with its own brands." The main targets for this new certificate are establishing the required infrastructure for local car production, increasing the branding capacity and global competitive power of the sector and improving the legal and administrative regulations regarding empowerment of the automobile sector.
