MOSCOW — Russia's energy minister said on Thursday that crisis-hit Ukraine will have to pay in advance for all its future natural gas deliveries because of billions in dollars in outstanding debts.
"Russia is introducing a pre-payment regime for gas deliveries to Ukraine," Energy Minister Alexander Novak said in a statement.
