Science, Industry and Technology Ministry works on a patent stock market project, which will allow the sale and purchase of patents, and is expected to increase the loan volume of companies and importance of patents
Fikri Işık, the Minister of Science, Industry and Technology, has said a project on patent stock market continues to easily turn patents into cash. A patent stock market will allow the sale and purchase of patents. They can also be supplied as collateral. Işık said this initiative will significantly increase the loan volume of companies and strategic importance of patents. The Higher Council of Science and Technology adopted a decision on patents in 2011. "Last year in February, a legislative arrangement was entered into force specifying that 50 percent corporate income tax or income tax are not requested for patent licensing, their sale or take-over and the profit earned from a licensed invention's production and marketing," Işık stated. Additionally, license and take-over activities are excluded from value-added tax. The incentive program for the TÜBİTAK Patent Application, which has been implemented since 2006, was reviewed earlier this year. Işık said the ministry continues to support and diversify industrial property incentives for SMEs through the Small and Medium Industry Development Organization (KOSGEB).
Işık noted that they intend to improve the competitive capacity of the economy by increasing domestic, innovative and green production as well as accelerating the transition to an economy with high added value through the new industry policy. He also offered insight to their effort to reduce the bureaucratic process within the TPE since the beginning of this year in order to increase efficiency. Within this frame, the ministry has made important progress in simplifying legislation, determining the information which can be digitalized and developing a citizen-oriented approach, Işık stressed.
Stressing that they ensure the registration activities to be more effective and quicker by increasing TPE's specialist capacity 2.5 times more for the past four years, Işık stated, "The government gave the green light to our new staff demand. In a short time, we will get stronger and be able to offer many services which we have to do abroad by ourselves." He also underscored that the key factor which will increase the price for per kilogram in export from 1.7 dollars to 3 dollars is "design." Işık emphasized companies that undertake design, R&D and exportation together profit more and informed they are working on incentives and other mechanisms to improve designer- management relationship.
Işık explained they are carrying out 34 different actions from Design Strategic Document and Action Plan prepared within the Turkish Design Council simultaneously, adding design offices will be financially supported just as R&D centers. He further noted that they will present a "Design Center" certificate to the companies which employ at least 10 designers, making sure they benefit from supports.
Erdoğan described R&D designers and engineers as nameless heroes of innovation. Every innovation, design and invention has a priceless value on the road to Turkey's 2023 targets, Erdoğan said. "Rewards are necessary to continue new innovations," he added.
