Voterswent to the polls yesterday for the third time in four months to elect the mayor of the ethnically divided, volatile town of Mitrovica. In local elections in November, the vote in northern Mitrovica was disrupted by violence. Northern Mitrovica is the hub of the largest Serb enclave in Kosovo, which is dominated by ethnic Albanians. The repeated vote, held in two rounds, was annulled when the Serb winner refused to assume the post because he was required to sign documents with the logo of Kosovo. Belgrade and Kosovo Serbs still insist that Kosovo is Serbian soil, despite the former province's declaration of independence in 2008. While refusing to recognize it, Serbia has agreed to normalize relations with Kosovo in talks brokered by the European Union.
