France to present a draft to UN on Palestinian issue

France will present a draft resolution of Palestinian-Israeli conflict to UN Security Council before September and not until the end June this year. If a final resolution between Israeli and Palestinians based on the French draft is not reached within 18 months of its submission, France would recognize the Palestinian state, as reported by the French newspaper Le Figaro on Wednesday.
The French draft supports a two-state solution to the conflict, with Jerusalem as a shared capital between the two states. The draft takes 1967 borders as the basis for the two states which will lead to a land swap between the two parties. The draft also stresses the importance of agreeing on a plan that guarantees the securities of Israel and Palestine, through effective control of the borders "to prevent terrorism activities and entry of weapons".
The draft mentions a demilitarized Palestinian state, and a phased and full withdrawal of the Israeli army from the Palestinian territories, with a call for a "fair, balanced and realistic" solution for the Palestinian refugees' problems that creates a mechanism of compensation.
The Palestinian representative in the UN said that the French draft sets a deadline for the final peace deal, and is open to set another deadline for establishing the Palestinian state. The resolution draft was met by criticism from some Palestinian parties, especially Hamas and Popular Front for the Liberation of Palestine, due to its stress on the "Jewishness" of the Israeli state, which threatens the future of 1.5 million Arab citizen of Israel. Palestinians are also concerned on the way this initiative would reflect on their resolution draft presented to Security Council to end the Israeli occupation, and think that it targets to replace their efforts to internationalize the Palestinian cause.
Recently, many European countries such as Sweden, Vatican, Cyprus, and Poland were added to the 135 list of countries that recognize Palestine as a state.
