Türkiye aims to accelerate its digital transformation process and capabilities as part of the newly announced Medium-Term Program (MTP) through the areas involving emissions adjustment, mobility and green transformation, according to a report on Saturday.
Accordingly, businesses' capabilities and capacities for digital transformation are expected to be enhanced, and their digital transformation investments will be supported through the Digital Transformation Program.
Resources are also set to be used more effectively for the purpose of accelerating digital transformation, suggested the report by Anadolu Agency (AA) based on the goals outlined in the MTP.
Turkish authorities unveiled earlier this month the MTP covering the 2027-2029 period. The program is seen as a main economic road map that establishes priorities and goals for the economy, from exports to industrial goals and disinflation.
According to the program, alignment between the Turkish Emissions Trading System (TR ETS) and the European Union’s Carbon Border Adjustment Mechanism (CBAM) will be strengthened to support the green transformation of emissions-intensive sectors and export competitiveness.
The legal basis for the Turkish trading system was established by the 2025 Climate Law, and it is seen as a critical component in support of the country's net-zero target.
Accordingly, as part of the new economic road map, sector- and technology-level needs for green and digital transformation in the manufacturing industry will be identified, and support mechanisms will be established.
Also, to accelerate the green transformation of industry, make clean production more visible, and facilitate companies' access to green finance, work will continue on the "Certificate for Green Transformation in Industry" process.
This will involve regulatory activities based on sector-specific "Best Available Techniques" (BAT), which are defined as the most effective methods that are technologically and economically feasible for ensuring comprehensive environmental protection at industrial facilities, as well as the development of the necessary human resources.
Regulations will also be introduced to promote the efficient use of waste heat generated by industry.
At the same time, the "Net Zero Emissions Strategy and Action Plan in Transport" is expected to be completed and implemented.
In line with this, a technology road map for integrated, efficient, safe, environmentally friendly and smart transportation systems will be developed, and projects will be implemented to reduce emissions in transportation, ensure sustainability and improve connectivity.
Moreover, the deployment of electric vehicle charging stations will be expanded nationwide. Similarly, a national plan for high-capacity charging stations is to be prepared to support the electrification of heavy commercial vehicles in the logistics sector.
The program also envisages that the overall capabilities and capacities of businesses for digital transformation would be enhanced. Furthermore, the use of digital technologies in the delivery of public services is to be maximized.
Among others, the Digital Transformation Program will support businesses' digital transformation investments.
In the field of artificial intelligence, the national legislative framework is expected to be developed in alignment with the European Union, according to the AA report.
Additionally, supercomputer infrastructure required by artificial intelligence applications will be developed, and the capacity of the Turkish National Science e-Infrastructure (TRUBA) supercomputer will be increased.
To accelerate the transition to a data economy, a national policy framework will be prepared covering issues related to data ownership and data-sharing responsibilities, as well as technical methods. An overarching legal and infrastructural framework for data governance will also be established.
To accelerate digital transformation in the public sector and make more effective use of next-generation digital technologies, a legislative framework for the institutional architecture of digital government will be established.
To improve the efficiency of resource use in local government IT investments, shared software components and shared digital infrastructures will be expanded, while redundant system investments will be reduced.
Also, to strengthen data-driven decision-making processes in local governments, an integrated digital city management infrastructure will be established based on interoperability principles and a national architectural framework. Digital municipal services will be expanded through a shared-platform approach.
At the same time, testing and conformity-assessment infrastructures with international accreditation will be developed in strategic sectors. Digital transformation will be accelerated in testing, inspection, surveillance, certification, standardization and conformity-assessment processes, with AI-supported, data-driven and integrated service models being developed.
The digital transformation of curricula and infrastructure at all levels of education will be advanced, and a process-oriented, competency-based digital assessment and evaluation system will be established.
